根據實施指南，滿足“2828條列明條目”以及“定義和確定原則”的雖同屬于“危險化學品”，但是在實操中監(jiān)管要求卻有不同。2828條列明條目是重點監(jiān)管對象，需到應急部門辦理生產、經營許可、登記，在進出口領域被列為海關的法檢對象。如果不是2828條列明條目，僅滿足定義和確定原則要求的危險化學品，則不需要應急部門的生產以及經營許可，也不是海關的法檢對象，但相關生產企業(yè)、進口企業(yè)需要辦理危險化學品登記，在申報時可以按普貨申報。
